Scam or fraud: Tata Docomo — Postpaid bill payment

Complaint Details:
Hello sir/ma’am,
I have bought 2 postpaid sim cards from Tata Docomo on around June this year. Since, I no further required the sims, I haven’t started it neither my sim card opening verification has been done. I never used it, moreover I didnot detached it from the card. Still I am getting many calls for its bill payment which they are showing pending. How can they generate the bill if the service is not started? When I tell them about this and ask them to transfer the call to their manager, they disconnect the call telling that manager is currently unavailable and they will soon revert.
