The cesc courier, has not been delivering, or erratically whimsically delivering electric bills, to my letter box at home.
There is noway to contact the CESC designated courier cosmopolation, since their phone is unresponsive.
This is a sheer dereliction of duties, and lapse on the part of cesc kolkata
It is incumbant on the part of any utility consumer service, to provide paper bills, until and unless a consumer opts to deny receipt of the same
